Referring to my letter of the 13th ultimo, I have the honour to inform you that two Constables whom I sent into the country to endeavour to intercept ex P. C. Yeung Yat and the water Police detective O Mi Cheung to return and make statements regarding the payment of bribes to Mr. Corcoran, have returned and reported that Yeung Yat and O Mi Cheung have fled into the interior and that they cannot find them.

2. I am convinced that none of the intermediaries whose evidence is required to trace the bribes paid by Sam Yin into the hands of the European Police who have not yet been dealt with, will return to the Colony until Sam Yin has been discharged from Gaol and has left the Colony.

It is therefore, I think incumbent on me to report on each of the remaining officers now.

3. I have this day confronted Sam Yin with Chief Inspector Corcoran, and I enclose a copy of the statement which Sam Yin made in the Chief Inspector's presence relating to the entry in the list of persons to whom bribes...
